It's not necessary to rent a car if staying in central areas of Barcelona - more convenient to walk, use public transport or call for a taxi. The roads in the central areas are prone to traffic jams, difficult to navigate and hard to find a parking space - if you do find one, it cost around €3 per hour. Renting a car only makes sense if you plan to travel outside the city limits. You can find several car rental companies including Avis, Europcar, Budget and Hertz located at Barcelona Airport and Barcelona Sants (Railway) Station.
