Driving in Lisbon can be challenging as well as overwhelming, especially with visitors new to the city. You can expect bumper to bumper traffic, spend hours in a traffic jam and expect scarce parking space. Then there are the numerous narrow roads, the one-way streets, maverick drivers and frequent honking of cars. There are the trams that you have be watchful and they have the right of way. Driving outside the city limit would be an option where the roads are not as congested and sometimes seem empty.
